Telecom billing Error: "Can't verify your account. Try again later" (Globe telecom PH)

Have you ever tried to buy Diamonds in Mobile Legends? Do you want to try the hero Freya (Valkyrie)? Unfortunately you don't have available Credit Card and the only option left is to buy using your telecom billing. When you are about to make purchase using your telecom billing, you encountered this frustrating message:

This is a common problem among people who subscribe in Globe telecom in PH. I came across this kind of error so I decided to share the facts and condition I encountered.

1. Last 2 years I can make purchase using Globe sim card. It's a prepaid sim card that has 3G signal that time but unfortunately misplaced it somewhere
2. I bought new sim card with LTE signal
3. I try to make purchase but failed and encountered that error
4. I factory reset my phone and set up new Google account, assuming it has something to do with payment billing
5. I failed again and encountered the same error, then I decided to contact google support
6. Google team, Ms. Kiara S helped me out and assisted me to troubleshoot the problem. Thanks to her because the problem has been isolated, meaning no problem on their side.                                                                        
   
                                                                                                                                                                                               
   
7. I assume that it was the prepaid sim card problem
8. I borrow another sim card, this time Smart telecom
9. I tried again to make purchase in-game                                                                                                                          
   
10. The fill-up form appeared and its a sign that telecom billing can now be used                                                                           
    
11. I conclude that it was the Globe Telecom major problem that prohibits the use of Carrier Billing. 
12. I make research, visited forums and found out that there's no solution to it (sadly) than to change your prepaid sim card if you really wanna purchase Diamonds using Telecom Billing
13. Last tip was to try 3G simcard from Globe (the old one), it may work
